Canada to accept incomplete Study Permit & PGWP applications | IRCC Update in COVID – 19

Until further notice, IRCC confirms to keep applications open for study permit & PGWP applicants. For International Students (Student Direct Stream – SDS): Due to the current pandemic, many international students are facing difficulty to submit complete study permit & PGWP (Post-Graduation Work permit) applications with all the mandatory documents. Hence, IRCC said files of such applicants will not be refused for non-compliance. The COVID-19 situation has led to the closure of some Visa application centres (VACs) and U.S. Application Support Centres. As a result of limited access to IRCC & Service Canada offices, study permit & PGWP applicants may not be able to take biometrics medical examination submit their original travel documents (such as passport) police certificates proof for first-year full payment of fees Quebec Acceptance Certificate (CAQ) from the Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI), if applicable. Besides, they may not be able to obtain educational transcripts, Language test results due to interrupted courier services. Hence, in such cases, IRCC officers may continue to request additional documents from applicants. While deciding on the application, the officers will send a request letter, allowing the applicant 90 days to respond. Students inside Canada (Study permit extensions): Due to the closure of schools, some international may be unable to obtain and submit a letter of proof of enrollment from their DLI (Designated Learning Institute). Such applicants should submit a letter of explanation indicating that they are unable to submit the requested document due to school closure. Once they receive the required documents, they can submit it using  IRCC Webform . Students in Quebec: As a temporary measure, MIFI is by default extending the CAQs validity until December 31, 2020,  for all certificates expiring between April 30, 2020, and December 31, 2020.  However, this doesn’t apply to CAQ’s expired prior to April 30, 2020. Students applying for study permit extensions with a CAQ expiring between April 30 and December 31, should be issued a study permit valid until December 31, 2020, unless the applicant’s passport expires before this date. Post-Graduation Work permit: Due to school closures, some students may not be able to obtain a letter of completion or final transcript from their DLI. But applicants who are looking for a post-graduation work permit will have to submit a letter of explanation stating that they are unable to submit it due to school closure. Invitations Issued to French-Speaking Express Entry Candidates Via Ontario’s FSSW Stream Ontario’s Provincial Nomination Program (OINP) has issued new invitations to the candidates who have submitted their profile under the express entry program and have shown their language proficiency in the French language. These invitations were issued via the popular stream of OINP – French-Speaking Skilled Worker Stream with a total of 61 invitations was issued on the draw held on February 7. This stream allows the OINP to search the express pool (especially candidates apply under Federal Skilled Worker Class or Canadian Experience Class) for the French Speaking candidates having strong English abilities and are able to meet other eligible criteria like work experience etc. Express Entry program is a point-based program that manages the profiles of the candidates who have applied under the skilled economic immigration programs – Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program (FSTP) and Canadian Experience Class (CEC). Express entry program uses the Comprehensive Ranking System (CRS) that ranks the profiles of the candidates based on the points awarded to their profiles via the factors like age, educational qualification, skilled work experience and proficiency in English or French. Higher ranked profiles have then issued the Invitation to Apply (ITA) to apply for PR visa to the Immigration, Refugees & Citizenship Canada (IRCC). Landing a provincial nomination for an express entry candidate awards them with 600 CRS points. These many points are more than enough to land the ITA to apply for the Canada PR visa. Express Entry candidates applying via the French-Speaking Skilled Worker Stream have two key advantages: They do not require a job-offer in Ontario. Also, it does not require a minimum CRS score in order to be eligible. For French language, candidates must be able to understand, read, write and speak French with minimum Canadian Language Benchmark (CLB) level 7 and CLB level 6 for the English language. Canada extends application period for Post-Graduation Work Permits from 90 days to 180 days.

Canada Extends Application Period for post graduate work permit, drops requirement to have a valid study permit. International students hoping to remain in Canada on a Post-Graduation Work Permit now have six months to apply once they obtain their notice of graduation and are no longer required to have a valid study permit.   The Government of Canada announced the changes on Thursday, February 14, along with other modifications to its popular Post-Graduation Work Permit (PGWP) program. The extension doubles the amount of time recent graduates have to apply for a PGWP once their school issues their final marks, from 90 days to 180 days. Another corresponding change was the removal of the requirement that international graduates have a valid study permit when applying for a PGWP. Immigration, Refugees and Citizenship (IRCC) now says a study permit must only have been valid “at some point” during the 180 days that graduates now have to submit their PGWP application. Study permits are generally issued for the duration of the student’s academic program. By effectively removing the valid study permit requirement, students will now have adequate time to obtain the documents they need to apply without the added stress of an expired permit. Canada opened its door to more than 40,000 immigration applicants in January, 2019.

January numbers suggest Canada well on its way to achieving 1 million immigrant goal by the end of 2021. If the first month of 2019 was any indication, Canada should have no trouble achieving its goal of welcoming one million immigrants by the end of 2021.  January saw the Government of Canada and provinces across the country open the door to more than 40,000 potential applicants through key economic immigration and family sponsorship programs. Both economic immigration and family sponsorship are central components for Canada’s new three-year immigration levels plan, which has a target of 331,000 new permanent residents for 2019. This number is set to rise to 341,000 in 2020 and reach 350,000 by 2021 — nearly one per cent of Canada’s population. A one per cent immigration rate is considered vital for ensuring the continued growth of Canada’s labour force and economy in the years ahead.
